Most Instituition like IEEE and ACM do not offer free access to their full papers for viewing. This makes life difficult for many referees etc. I think these organization should offer services to address this issue which should be affordable. For example, giving low-cost services (like cheat-check) to conference organizers without giving full paper access.
Believe me many conference organziers are afraid of this happening to their conference. I think It will be a good service.
mr. bruce, i am X faculty member of IIUI. I would draw your attention about one of another business man of this university who is running his business in the name of IIUI. He earned millions of Rupees with in very short time just on the name of IIUI. But none of the university authorities took action against him. He is the developer of University housing scheme. Earned billions within 2 years. Abdul Zahid Khan he is another example of fraud in the IIUI.
All these facts shows that University Authorities are sleeping. And free these ppls to only for filling their pockets and defaming the International Islamic University, Islamabad.

The three authors are from the International Islamic University in Islamabad, Pakistan. The third author, S. Tauseef-Ur-Rehman, is a department head (and faculty member) in the Telecommunications Engineering Department at this Pakistani institution. If you believe his story -- which is probably correct -- he had nothing to do with the research, but just appended his name to a paper by two of his students. If I sound angry, I'm not. I'm more amused. I've heard of researchers from developing countries resorting to plagiarism to pad their CVs, but I'm surprised see it happen to me. I mean, really; if they were going to do this, wouldn't it have been smarter to pick a more obscure author?

I am myself one of the editors of a journal and I know it's really really difficult to find if an article has been plagiarised. No referee can possibly have read every journal/paper in his field published anywhere in the world. So I don't blame the refrees or the publishers.
Islamic University prides itself in being the only university in islamabad that awards a MS degree to students on the publication of a research paper.
I agree with ammara that whatever is done is finished now . S Tauseef has been terminated from the uni as well as he lost position from HEC researchers now what else you want or anyone else will want ...We neeed to stop this.....DO you think this is the first time any paper has been copied nope my friends this kind of things do happen but why are we making so much noise on this now.....
I think if proper action is taken, then we would be leaving a very good impression... Talking abt imression n moral u seem to believe that this was an internal issue, how can a case of plagiarism, where a copied paper is published in ACM can be an "internal issue". If strick actions are taken against the plagiarists then we would be behaving in a dignified manner...
If one cheats in public then he is to be punished in public... this is the rule...so nothing like someones personal thing here, and do not consider it so..
YEs i do agree that we have achieved a few milestones and are working harder, but our efforts should be in proper direction...
I don't agree with ppl saying to close this blog and that this blog is against Int'l Islamic University or is against Pakistan... What I think is that this case of plagiarism can prove to be a turning point for research in Pakistan (and possibly for other third world countries)...
This blog clearly depicts the consequences of plagiarism and its implications, which i believe the research community in my country (Pakistan) is not much aware of. Lets take this issue positively and try to help building a research environment that has a much more ethical set of norms....

To me it looks as if Mr. Schneier is concerned less about Plagiarism and is concerned more because 'HIS' work is plagiarised. His reaction would never been that severe if he would have detected some one else's work being plagiarised. This is not a war against plagiarism that this platform is made available for, but sorry to say this has turned out to be a platform where people are satisfying their hurt egos, expressing their personal grudges against one single person who is yet to be established as the only responsible for this act.
Mr. Schneier is successful in pacifying his hurt ego by defaming one single person but at the cost of future of those thousands of student who are studying in this university, at the cost of credibility of those researchers who are working in third world countries to make the contrubutions, at the cost of impression of acadmia in these countries.
Is it the appropriate way this all should have been tackled??
It will request all those who are expressing their personal grudges against any person or authorities of IIU, to choose some appropriate plafrom for this.
I will also ask Dr. Tauseef to come to the platform and state his position (if he intends to) and show his genuine contribution to research.
I will request university authorites to look into the matter to establish whether this was an ommission or commission, and respond accordingly against this defaming compaign--defaming of a person, of the university and that of a country
The debate over plagiarism is very hot in the circles of IIUI in the context of Dr Tauseef. I think the top authorities of IIUI (esp Dr Ghazi Sahib ) should seriously think whether they need flatterers around them like Dr Khalid Rasheed or the genuine workers who work till nights for the university and are behind the screen. We also have bad name due to the leakage of admission test of MS Computer Science and it was known to you (Dr Ghazi Sahib) some days before... but what you did was...just traditional....forming a committee of some smart guys who will protect you as well as the culprit. As far as the Dean (Dr Khalid Rasheed) is concerned, he will never resign from his post...rather he will be given some additional charge…..and that he would be planning for some dinners in the honor of the president and rector, IIUI.
Dear president, pl think seriously...this is the matter of national and international repute of IIUI...pl send all the research papers of Dr Khalid Rasheed to reputable national and international/ relevant referees to get them checked if they were genuine...in this way you can save the respect of the department and the university.
