The NCLB Act will strengthen Title I accountability by requiring States to implement statewide accountability systems covering all public schools and students. These systems must be based on challenging State standards in reading and mathematics, annual testing for all students in grades 3-8, and annual statewide progress objectives ensuring that all groups of students reach proficiency within 12 years. Assessment results and State progress objectives must be broken out by poverty, race, ethnicity, disability, and limited English proficiency to ensure that no group is left behind. School districts and schools that fail to make adequate yearly progress (AYP) toward statewide proficiency goals will, over time, be subject to improvement, corrective action, and restructuring measures aimed at getting them back on course to meet State standards. Schools that meet or exceed AYP objectives or close achievement gaps will be eligible for State Academic Achievement Awards.
WillRogers once said, "If you ever injected truth into politics, youwould have no politics." This is especially true when it comes toeducation and the federal law known as the No Child Left Behind Act(NCLB). But truth--always a rare commodity--is growing rarer stillas the nation approaches November, and discussion about thiscomplex and bipartisan law is deteriorating into a partisan mudfight.
Themisleading rhetoric does a disservice to the public and doesnothing to address the fundamental problem: Too many students lackthe knowledge and skills to succeed in school, and those leftbehind in school will likely remain behind as adults.
Children who are being left behind must be identified and states will have the responsibility to provide the resources to teach every child how to read, to study, to learn and to succeed....
No Child Left Behind has some wonderful goals and aspirations: to “close the student achievement gap, make public schools accountable, set standards of excellence for every child, and put a qualified teacher in every classroom”....
Asthe article above points out, it will take some time to assesswhether the No Child Left Behind Law is helping to improve studentachievement. It is already apparent, however, that some things needattention. By taking the following steps, policymakers will bebetter able to answer the question, "Where do we go from here?"
Researchers have discovered districts thatdid not inform parents, gave parents a small window of time todecide between their options, or only offered them schools thatwere performing as poorly as or worse than the school their childwas trying to escape. They also found examples of subtle dissuasionor obfuscation in letters to parents that are unclear about theschool's status and the options available. In her paper "No Child Left Behind Mandates School Choice: Colorado's First Year," Colorado IndependenceInstitute researcher Pam Benigno includes the following from such aletter sent by an unnamed district: "I believe that the high marksmade during the 2001-2002 school year prove that [name omitted inreport] is a successful school and moving to another school to geta quality education just isn't necessary. But the federalgovernment did not ask my opinion. ... I hope that you as parentswill keep your children in [name omitted]. ..."
Thebill was passed by a vote of 381 to 41 in the House and 87 to 10 inthe Senate. The chairmen and ranking members of each chamber'seducation committee, Representatives John Boehner (R-OH) and GeorgeMiller (D-CA) and Senators Judd Gregg (R-NH) and Edward Kennedy(D-MA), joined the President for the signing of the bill. ThePresident concluded his speech by saying: "Signing this bill is theend of a long, long time of people sitting in rooms trying tohammer out differences. It's a great symbol of what is possible inWashington when good people come together to do what's right. Butit's just the beginning of change. And now it's up to you, thelocal citizens of our great land, the compassionate, decentcitizens of America, to stand up and demand high standards, and todemand that no child--not one single child in America--is leftbehind."
TheSenate version of the bill gained a host of new programs duringdebate, leading one observer to dub it the "No Lobbyist Left BehindAct." Nobody seemed willing to question how "educational, cultural,apprenticeship, and exchange programs for Alaska natives, NativeHawaiians, and their historical whaling and trading partners inMassachusetts" were central to federal efforts to raiseachievement. Reformers had hoped that the Republicans' firstopportunity to oversee the reauthorization would result in adeparture from the old model, but it was still just business asusual. The final 1,100-page bill that emerged was much like the oldESEA: the same old programs, only with significantly higherauthorization levels. Congress basically grafted additionalaccountability measures onto the old law.
Congress received the President's plan andbegan to work on the reauthorization. The original bill, asintroduced in the House of Representatives, strongly resembled thePresident's plan. It even bore the inspiring title "No Child LeftBehind." By the time the legislative process was through, however,private school choice, consolidation, and program flexibility layon the cutting room floor.
